A complete city traffic sim without some illegal street racing is such a waste of potential FUN

Just pick up the SL:RR (Street Legal Racing Redline) concept. Simply cruise around and challenge random AI cars to race. Line up behind them and honk the horn, and if they accept, place the goal on the GPS (anywhere in the city) and off you go

There is something appealing about racing normal stock cars on city roads. Ain't many games around that simulate this properly. Most street racing games lacks realistic city traffic conditions or is limited to a racing circuit.

Thoughts?

If you like challenging city races, both Need for Speed and Midnight Club have already covered those markets. This game is mainly for the simulation of vehicles in normal driving conditions, and is apparently used for educational purposes as well. As fun as street races may be, that is not the point of the game. There are other games that do that well enough. As for a game that has realistic city traffic conditions, Grand Theft Auto IV does an excellent job at this and has street races.
