This happens to me on a regular basis, and here is how to fix it.

Firstly, go to your Config folder, and get the player_cars.xml document out on your desktop. Then go to steam and Verify the Integrity of the Game Cache. This for me takes around 40 seconds on a 512GB SSD, but time will vary depending on your storage devices speed.

I have a car i really would like to add to the game, but the mod for it is outdated, and I requested it about 2 years ago in the mod update part of the forum, but no one has every done it. So I may have to do it myself if only I know where to get started.
