Is there any way I can keep license plate the same(but other cars get random plate)?

You would have to make a texture for the license plate.

To stop certain characters from appearing, go to this folder path
C:\Program Files (x86)\Steam\steamapps\common\City Car Driving\data\config\licenseplates\Templates

Open the template file for the game rules you use.
Remove any letters or numbers from the list of characters.
