Probably not, because DX9 is very bad. It's rarely played in DX9 by somebody.

It isn't a question of possibility, but then labor involved. It require redoing the whole model and possibly decreasing the quality of the model.

I don't know how to make DX9 support. I tried to not do DX11 support, and it still wouldn't work.
