He means he had to use internet data to download the mod, and if he's on a limited plan, then I'd see why he's moaning because he just wasted internet downloading the mod to find it doesn't work.

I think getting a limited plan is crazy. That's such a terrible idea. If you do have limited plan, what is it, like a penny per website visited? I know my house pays $120 a month for High Speed internet up to 60 (maybe) Mbps, 4 tv's, 3 long-distance house phone plans.

No, a limited plan is like: you pay a certain amount every month and the phone company gives you a certain amount of internet data to use per month. You have to try and limit your internet usage so that you don't go over the limit, or you have to pay an extra amount of money for how much over the limit you are. It works in the same way as a phone plan for your mobile (cell) phone and you pay something like $50 every month, and the phone company (For instance, AT&T) allow you to have 5,000 texts, 600 minutes and 750 MB of phone data. If you go over any of those limits, you have to pay extra.
Also, not everywhere in the world gets high-speed internet. There are some less developed countries where they have to make do with really slow internet. Also, if you ask your parents, they might tell you that you do have an limit on how much data you can use in your house, but usually they're something like 20/30 Gigabytes so you will have a lot of trouble even going anywhere near that limit. Also, limited plans are usually a lot cheaper than unlimited plans, so obviously, if you're on a tight budget, then a limited plan is the way to go.
