Well for starters only some cars have them street drive-able. And the if you don't use a mod installer then you have to add a code into traffic cars.

It's more than this. There are files traffic cars have that player cars don't, for instance, p_traffic_setup.ini, so by putting a traffic car code of a player car into traffic_cars, you are running the risk of crashing the game.
