True it was a half-assed attempt from the OP at sharing this but this car hasn't been shared on this forum since 1.2.4 with an different 3D model.. So I don't see what your problem is?

Nope, people post DOWNLOADS on the Russian site. This was pitty. If you don't think it works test it yourself. We are not guine pigs, we don't need to download stuff, hurt our computer, just for someone else. So, it was pretty useless, their are several topics for this such as
