Tried to install it, it stopped the Starter.exe from working, so I deleted the files, and now Starter.exe works. What should I do? I copied all the files from the .rar download into bin/win32.

Have you tryed doing this?
"extract only the contents of folder "SweetFX_x64" and put from main folder "SweetFX_settings" ; "SweetFX_preset" to City Car Driving Home Edition\bin\win32"

Yes it should work, haven't tested it yet, I've been busy this months.

All it do is add contrast, open nvidia control panel lower the brightness a bit, raise contrast and you got the same.

Ok, go do that instead of installing SweetFX, seems better that way.
This mod won't have any new updates comming since there are too many complains, and I have no time to do this anymore maybe il come with a present on X-Mas, but I don't promise anything.
