Open the 'p_player_setup.ini' and change the [brake] settings to:
[Brake]
m_maxBreakingTorque_0_1=4850
m_maxBreakingTorque_2_3=2050
MinPedalInputToBlock_0_1=0.9
MinPedalInputToBlock_2_3=0.9
m_wheelsMinTimeToBlock=0.1
MaxHandbrakeValue=1
StoppedEngineBrake=1
UseABS=1
TimeToRestoreLock=0.1
BlockTime=0.1

Even though the torque is higher it works, I just copied the settings from the Cayenne to the Panamera and it stops it being so aggressive at full breaking :)
