For future reference a good way to figure this out is to look at the folder structure:

C:\Program Files (x86)\Steam\steamapps\common\City Car Driving\data\physics\cars\Toy_Celica_Supra_84_by_Denis154rus

and grab the last folder, so in this case the "Toy_Celica_Supra_84_by_Denis154rus" needs to go into the below:

<Car Name="car_name" ABS="true" AT="true" >

which makes this

<Car Name="Toy_Celica_Supra_84_by_Denis154rus" ABS="true" AT="true" >
