data/gamedata/cars/(Car_Name)

Open carproperty.ini

Find something that looks like this:

[Humans]
DriverAnimatedModel = (Driver="cars/(Car_Name)/driver", Wheel="cars/(Car_Name)/wheel")
DriverAnimated = (Shift = X; Z; Y, Angle=0., Saloon = "left")
DriverAnimated = (Shift = X; Z; Y, Angle=0., Saloon = "right")

Adjusting the numbers which I represented as X will move the steering wheel left and right.
Z will move the steering wheel up and down.
Y will move the steering wheel towards or away from the driver.

It will not move the steering column, so be careful not to move it too far away or the steering wheel will be floating in thin air.
