The game now starts off with the Italian format, which probably seems a bit unrealistic. After fiddling about, though, I worked out a fix to get Russian plates on your AI (and player) car(s).

1. Open the File Explorer.
2. Go to C drive -> Program Files x86 -> Forward Development -> City Car Driving Home Edition.
3. Go into Data -> Config -> LicensePlates -> Cities.
4. Using Notepad (or whatever you use), open both Moscow and Rome.
5. Highlight everything in 'Rome' and delete it.
6. Click onto Moscow and highlight everything.
7. Right click, then click Copy.
8. Click onto Rome, right click and click 'Paste'.

10. Save the edited file (save Rome to the desktop, you can just close Moscow.)
11. Drag Rome into the Cities folder, and choose ''Allow files to be replaced''.
12. Start up City Car Driving and enjoy the new license plates!
