To have ABS on mods from the Steam workshop, here is what you'll need to do.

Firstly, locate your directory which should look like C:\Program Files (x86)\Steam\steamapps\common\City Car Driving. Then, go to the "data" then "config". Then you should see a folder named "user_cars". Go into "user_cars" and open the text document with the name of the car you want ABS to work on. After this, copy and paste everything from that document.

After doing so, go back to the "config" folder and then go to the text document titled "player_cars". Then paste the copied text from earlier. If the vehicle does have ABS and it's pasted correctly in to the "player_cars" text this should work. If it doesn't have ABS in the first place, just replace "ABS="false" to ABS="true" Save the "player_cars" file.

After this you can go back to "user_cars" and delete the document you copied from so it won't duplicate in-game.

This may sound complicated, but once you get the hang of it, it's not a big hassle. Hope this helps you!
