"g_set_auto_transmission 0" - for manual
"g_set_auto_transmission 1" - for automatic

In modded cars You can edit player_cars.xml.

For example:

Before:
<Car Name="Vw_Bora" ABS="true" AT="true" MT="false" >

After:
<Car Name="Vw_Bora" ABS="true" AT="true" MT="true" >
