I have an issue with the way the game handles the emergency situation "Breaking of a Traffic Light", at least concerning US rules:

If the lights are blacked out completely, the intersection is to be treated as an all-way stop. However, in this game, one road is often assumed to be prioritous over the other.

If drivers have a flashing yellow light, they are to slow down and proceed with caution but never stop (unless there happens to be a pedestrian crossing). Therefore, there should NEVER be a situation in which two crossing streets BOTH have a flashing yellow light, as this means no one has to stop and will likely result in an accident. Typically in the US, if one street has a flashing yellow light at an intersection, the cross street will have a flashing red, and the drivers that approach the flashing red must come to a complete stop and yield to the drivers on the street with a flashing yellow.

I think it's because almost every intersection in the simulator has not only the traffic lights, but also - priority road signs. Therefore, if the traffic lights becomes off, priority signs start acting.

P.S.: Also, the situation you mentioned may be different in different states.

I'm pretty sure it's the same in all states, but it's certainly true in California, which is the state I believe the US rules are based off of.

A lot of this just isn't true.

1) Two flashing yellow lights is pretty common where I live when it is early in the morning or late at night. It functions in the same way as an uncontrolled intersection. Proceed with caution, yield to drivers on your right.

2) What Kivlov said about the flashing reds apply as well. Flashing reds are just an indication that the lights are broken. Where I live, there are signs that stay locked, but are folded down to say either stop or yield when the traffic lights are out. These take priority and are not uncommon.
