Yes you can.

Go to this folder path:
Documents\Forward Development\City Car Driving Steam\config

Open 'Mangalore.ini'

Change this line:
resolution0=####; ####

You will have numbers instead of hashes. For example, 1920;1080 or 2560;1440.
