Bottleneck? My balls. My specs are Win 8.1, i7 4770k, GTX 780 and 16 GB of RAM. I hardly get 30 fps with everything maxed out at 1080p. With the lowest settings yes, I reach the desired 60 fps, but who wants to play with those poor graphics? Besides, no problem at all to reach more than 60 fps in much better looking games, like rFactor 2 or F1 2014. If you don't believe me, here is the proof (have a look at the upper-left corner, where fps are in yellow): http://youtu.be/ViLs2au6nSo

Bottlenecking? I take it that you are not aware that 32 bit applications (like City car driving) can only use 3.25Gb of RAM at any given time right?

I have 16Gb of RAM and it uses no more than 1GB during my testing (you can check this yourself using Task manager)

My setup should run this game like a dream and yet it's dragging itself along at around 20-30fps in the new City.
PC Setup:

CPU: i5 3570k @ 4.5ghz
GPUs: GTX 980ti x2 in SLI
RAM: 16GB ddr3
Monitors: 3x D2343P-BN 23" passive 3d + Oculus Rift DK2
Wheel: Fanatec 911 GT3 RS, CSR Pedals + h-Shifter
