I can barely get 25 fps with 40% of cars on the street. With rain it's even worse. (DX11)
With no cars I can play it smoothly.
My PC is a AMD FX6100 @ 3,3GHz(Maybe I'll OC to 4,2), a EVGA GTX 660 Ti SC, 4GB of RAM DDR3 1333mhz and a ASUS MB M5A78L-M LX.

What is possibly holding the game back in performance terms? :/

Thats normal my PC is better than yours an I got the same Problem. Bad Performance...

I Don't Understand why but I've got a really low end laptop running medium settings with no problems at 1920x1080 running around 30's FPS with my Specs

Asus x53E Series
Intel Core I5 2.5GHZ Overclocked
8 GB RAM
Win 7 Premium

That's good! My laptop has 1gb video ram and 4gb of ram and I run the same. I don't get it!

Maybe laptops are better then Desktops ? :D and my graphics card is Intel hd 3000 running at 2gb

Hello, i've got FPS between 80 and 130 on FullHD and all Options at high, also AA and AF + DX11

My SystemSpecs:
Intel i5 3570k @ 3,8Ghz on MSI Z77 MPower Board
8GB DDR3 1600Mhz G.Skill
ASUS R9 280X-DC2T-3GD5
Creative Soundblaster X-Fi Titanium
Samsung SSD Evo 250 + Western Digital 750GB Black Series
Windows 7 64Bit
Logitech G400 Mouse + G19 Keyboard + G25 Wheel
ASUS MX279H LED Monitor

I think it's a problem wit AMD CPU's. My last CPU was a AMD Phenom XII 965 BE and a Gigabyte
7870 OC Ghz Edition and at CCD i've got only 35 - 40 FPS @ FullHD, DX11 and all options on high.
I love my Logitech G25 and our Hyundai's in Real Life

That is because it's not wasting all of it's memory while browsing the internet. It should be at 3.85GHz while playing a game. So yes, that is normal.
There is also a slight problem with some games using a crossfire card.
