It shouldn't be the game; I have an i5-430M @ 2.27 GHz, 4GB RAM, paired with a HD 4670 OC'd to 755/850, with the settings on DX9, all low other than textures, which is high, and I can still manage 60 fps stable...

P.S. I have the 4GB patch

Yes.
Graphical improvements:

Improved shadows rendering algorithm. Shadows are rendered much farther and more detailed nearby.
Improved headlights in DirectX 11 mode. Headlights became as bright as in DirectX 9 mode.
Other minor graphical improvements.

I have got.

i5 3470 2,90GHZ

Amd Radeon 6800 series.

Kingston 2x4GB.

I tested game yesterday and I turned off shadows and few more things and FPS was 50-120, It was good. :)
