Back in June Oculus accepted there were Customs delays and later suspended deliveries to Russia because over 50 where being held by the Post office there, on concerns that they could contravene Russian security guidelines ( which the Rift does not). A simple letter drafted from the company in Russian then allowed delivery to people who downloaded it. The first success story was listed way back on the 22 July 2013. The units where never illegal, just needed a letter from the manufacturer, stating what they did and didn't do.
On December the 4th 2013, Oculus Rift announced it was also now shipping successfully through an agent BayRu. They have since announced that they are fully up to date with deliveries Worldwide as of 10th December, so come on CCD, get one on bloody order!!

"It may be difficult to prove that the embedded controller cannot be used as "cryptographic hardware" and that the head tracker does not contain a "tactical or navigation grade" IMU system, especially if the firmware can be upgraded by the end user. Beware that some ARM embedded processors contain a "hardware crypto engine". Hopefully a document can be provided that will satisfy the stated requirements, showing that the embedded hardware meets Russian security requirements."
