Just unplug and plug it back in, if that doesn't work restart your computer and/or game.

There was a user - pepiarmata, who had a similar problem a few years ago. Unfortunately I couldn't find the thread, but I found one similar, and it might help: citycardriving.com/component/kunena/?func=view&catid=5&id=31835#31856

First of all you should update your wheel drivers, then you should calibrate and check correct working of your wheel in the Windows. Make sure you've set the rotation parameter in wheel settings to 900 degrees. For Logitech wheels this option can be changed in the Logitech Profiler.

Then you should take into account – before running the simulator you should connect the wheel and wait until the end of its auto calibration. Then run the simulator and assign wheel actions in the game settings menu. When you will be assigning wheel steering actions you should turn your wheel until the block in proper direction. Rarely this procedure of wheel steering assigning should be repeated after you select car, location and fully load the driving.

This could be a set controls problem. Reset your steering and pedal controls to what you would like them to be.

Try open the game without the steering wheel plugged it, set all the controls to default, close and then open it with the steering wheel, and setup all the controls before starting, like Force Feedback, acceleration..etc Then try launch a car and see if it works? Might work, use to have a kind of similar problem
