In that video, they use the same specs because the laptop in test had a desktop CPU. They used the same RAM and CPU and there was a decent increase in performance.

Right, but it doesn't really matter. The eye can't see above 60 FPS anyways, so it doesn't matter weather it's 80 or 100.

Also, what I meant is that maybe with their set it made a difference, but on mine the GPU doesn't matter at that point because it's the most the CPU can handle.

The eye cannot see above 19 FPS, but there is still a noticeable difference in speeds above 19.

It would run the games he listed on high settings. Mine runs all of them on high settings, processor is actually lower high-end and the video card is great too, that is a 4GB GDDR5 video card. I have a GTX 960 with 2GB of VRAM, but it can still play Fallout 4 on high with no lag.
But since GamerLionfish is only looking to play driving games (e.g. ETS2), there really isn't any need for such powerful GPUs.

Even with any PC (apart from Mac), you can replace almost any part if the need arises.
I have a friend who has a Lenovo Y50 with a GTX 860 but still plays ETS2 on ultra with no lag.

At the end of the day, it's up to you whether you want to build a PC or not, but I haven't met anyone IRL with one where I live, and by buying one you're covered with the warranty, etc while there is nothing to guarantee a custom built PC.
If I were to play City Car Driving mods or ETS2 mods installed in both games, how much would these mods affect my game performance in both games, especially if I were to have 32GB Ram, Nvidia GTX960 @ least & 6th Generation i7 Processor on my desktop?

I'd say nothing. That is an extremely well performing rig, and you could probably play GTA V/Fallout 4 with mods well above 60FPS. I think there's no need to have something better than that except if you want to play Black Ops III, GTA V and Fallout 4 at the same time on a triple monitor :laugh:

Actually, the brain and eye can see a LOT higher than that (the max. is around ~1000 according to Google).

My GT 740 (2GB Dedicated) plays ETS 2 on ultra with no lag, none of those games besides BeamNG require really high specs. But I should say, City Car Driving requires a pretty nifty video card.
