Even If I were to install every City Car Driving mod to traffic, the performance would barely slow down? On my current computer, a Toshiba Satellite S55t with HDD, i7 processor, 8 - 15 RAM & no discrete graphics, game barely performs when mods are installed to traffic.

The specs on the computer I'm looking @ are:

3.4 GHz Intel Core i7-6700 Quad-Core
16GB of 2133 MHz DDR4 RAM
NVIDIA GeForce GTX 960 Graphics (2GB)
128GB SATA SSD & 2TB 7200 rpm SATA HDD

If I were to install every mod to traffic to City Car Driving & set the gameplay to 20%+ traffic, how much would the gameplay be affected?

My laptop has a GTX 960M. I am able to play with all high settings with custom cars however I have not set any mod traffic cars with 30+ FPS.

Since the HP has a GTX 960 (not M), I think that you'll get the same performance as me with modded traffic cars.

Yes, of course you will, it's one of the most innovated NVidia cards available ;)
