yeah but its not possible to change it from Australian to (for example) The Netherlands, or Germany.

I opened data/config/LicensePlates/Cities/Adelaide.xml and just changed this:
<?xml version="1.0" encoding="utf-8" ?>

<Default>
	<Template name="sa_citizen"   prob="1.0"/>
</Default>


<Cars>

to
<?xml version="1.0" encoding="utf-8" ?>

<Default>
	<Template name="au_citizen"   prob="1.0"/>
