Therefore, instead of using 3DS MAX to make one right-hand steering wheel MOD, the driver's seat of the existing left-hand drive car Is it possible to remake just the right handle?

You need to import the model, smooth it properly and then flip the whole interior by mirroring it but then also editing the displays and buttons to be correct. Editing an existing mod to make RHD is not really easy and you will lose the mapping co-ordinates to the lightmaps or DX11 parts. It will also lose quality. I suggest you make it from scratch and flip it during the process.
