To fix the speed limiter, use this tool: citycardriving.com/forum?view=topic&catid=23&id=107053

The rest is complicated.
The reverse camera requires editing with 3DS Max, by creating a new mirror and editing many other files.
To add LED Number plates, you need to edit the plate in 3DS Maxto separate the front and rear plates. Then edit the CarLod0.n2 file to add the LED shader (SolidLuminescentHighlighted) to the rear plate.
