Hello,

I have one question..

when i reinstall OS and install City Car Driving.. is product id always same?

I do a lot reinstall OS beacause i am OS technic :D ...

Is activation on Serial IP of PC? or where?

You should be able to reinstall, get the new product-code, then bind your activation code to that product code - that will render the old one useless, and that's how they ensure only one concurrent activation.
