My laptop AMD A6 3400M AMD Radeon HD 6520G 6GB DDR3 ram gets about 30-35 fps with DX11. My Gaming PC of course gets around 60 with DX11 and nearly unplayable with DX9.

My Pentium K G3258 @4.7 GHz and overclocked GTX 960 ( 1,560 MHz for core and 7,000 for memory) gets around 40-120 FPS in CCD with everything maxed out with DirectX11, DX9 lags awfully I get around 15-20 fps.
