There are no other video cards that are just as good as this one for under $250 right?

No. NVIDIA cards are much more expensive than AMD's (new and used) and the AMD's seem to perform just as well. I would go for the RX480 100%.

No it's not any better. Perhaps a little worse. I personally prefer MSI, but it's up to choice whether you want a new one or a one off of eBay.

XFX, in my experience, in single-handidly the best AMD GPU provider there is. I have an XFX R9 380. That is a fantastic deal.
