Maybe they should have a shut down timer that you can set by yourself(for example you set your steam account as inactive from 24.12 18:00 to 24.12 20:00 and in that time you can't access your Steam)

Or you could just leave it at... people have the right to what they want to do and if they want to hang out with their family, they totally can. But, they can also game whenever they want. It shouldn't matter as it doesn't affect you.
