I am wondering when the English version of 1.3 comes out or is the English the one which is for 3d instructor? Please help because if i download it from the Russian site it might all be Russian not English!

If you download it on the Russian site it will be Russian. Estimated release date will be the end of this month or early next month. They're fixing bugs now.
