Would'nt it be great if there was a General Dutch for all dutch an belgium people

Why? Most Dutch people speak English. Dutch isn't a world language so we don't need it.

yes we do allot dutch people dont speak englisch verry well my friends are farmers if they speak englisch it is crap

I don't think there are enough Dutch users for a whole section. Maybe a part in General (International).
